National R&D Budget Strategy Meeting for 2025 Convened by the Ministry of Science and ICT - Prior to the formal deliberations on the 2025 R&D budget, strategic discussions were held between the Office of Science, Technology and Innovation Coordination and related ministriesOn May 2, Ryu Kwang Jun, Vice Minister for Science, Technology and Innovation, chaired a meeting organized by the Ministry of Science and ICT (Minister Lee Jong Ho, hereinafter referred to as MSIT) to discuss strategies for the national R&D budget for 2025.MSIT conducts annual strategy meetings with ministries involved in national R&D projects. These meetings are essential for coordinating key investment areas and enhancing the efficiency of the upcoming year's budget. They also provide a platform to review new projects and discuss necessary adjustments to the national R&D budget allocations.The national R&D budget, prepared following deliberations by the Presidential Advisory Council on Science & Technology based on the Framework Act on Science and Technology, is integrated into the overall government R&D budget proposal by the Ministry of Economy and Finance.In alignment with the transition towards a pioneering R&D system, the government last year launched the "R&D Innovation Plan of the Yoon Suk Yeol Administration" and the "Global R&D Strategy". Building on the innovations from the previous year, in March, the government crafted the "Direction and Criteria for National R&D Investment for 2025", aimed at bolstering pioneering efforts across national R&D investments and establishing a swift and adaptable investment framework.Today’s strategy meeting, following eight sector-specific discussions, deliberated on the basic direction and key investment areas for the 2025 national R&D budget in accordance with the established direction and criteria, along with the government's budgeting guidelines. Representatives from 21 ministries and agencies engaged in R&D projects participated in these discussions.* The sectors discussed included business (Apr. 11), energy and nuclear (Apr. 12), public safety and disaster response (Apr. 12), government-funded organizations (Apr. 16), directly-managed institutions (Apr. 17), ICT convergence (Apr. 19), aerospace (Apr. 19), and biotechnology (Apr. 23).Vice Minister Ryu Kwang Jun stated, "Despite the challenging fiscal conditions, we are committed to enhancing investments for future growth. Together with other ministries, we are actively reforming the government's R&D budgets to support the transition towards a pioneering system that systematically nurtures innovative and challenging R&D initiatives and refines preliminary feasibility studies." He added, "Building on this foundation, we will intensify strategic investments to foster future growth, drive global technological innovation, and support the next generation in boldly addressing new challenges. The administration’s operating budget for 2024 has been secured through reserve funds facilitating the initial setup of KASA. Recruitment efforts are underway to attract top-tier talent from academia, industry, and research sectors, aiming to build an innovative organization led by experts.During his visit, Minister Lee thoroughly inspected the temporary office space where KASA staff will work and received updates on the ongoing preparations and plans for the office setup. Professor Yoon Youngbin Appointed as the First Administrator of the Korea AeroSpace Administration- John Lee, former senior advisor at NASA, appointed as Deputy Administrator for Mission DirectoratesThe Presidential Office announced the appointment of Professor Yoon Youngbin, a distinguished scholar from Seoul National University, as the inaugural Administrator of the Korea AeroSpace Administration (KASA). The new leadership also includes Rho Kyungwon, Director of R&D Policy at the Ministry of Science and ICT, who will serve as Deputy Administrator, and John Lee, former senior advisor at NASA, as Deputy Administrator for Mission Directorates.Professor Yoon shared his thoughts on his appointment: "The establishment of the Korea AeroSpace Administration marks more than the birth of a new government body; it signifies the ambitious challenge of the Yoon Seok Yeol government to carve a path toward Korea's future. The Government of Republic of Korea (ROK), in support of Science and Technology Policy Institute (STEPI), and the Association of Southeast Asian Nations (ASEAN) recognize the importance of science, technology and innovation in promoting the economic development of nations. To this effect, an annual award is established to encourage young scientists and engineers to take on research in science, technology and innovation. The ASEAN-ROK Award for Excellence in Science, Technology and Innovation recognizes the academic and professional achievements of promising, early-career scientists and engineers of ASEAN nationality. The Award is open to professionals pursuing careers in any field of natural sciences or engineering. Eligibility This year, the award features two distinctions. 1) Next ASEAN Innovator: an applicant mustbe a citizen of an ASEAN Member State; andbe a professional with less than 5 years* of working experience after earning a Ph.D.;have no record in the past two years** of receiving an award organized or supported by ASEAN, in the field of science and engineering 2) ASEAN-ROK STI Pioneer: an applicant mustbe a citizen of an ASEAN Member State; andbe currently enrolled in a doctoral program in Korea; orbe a professional whose completion of a doctoral program in Korea is less than 5 years*; orbe a professional whose completion of a doctoral program is less than 5 years* and has significant research collaboration experience (e.g. post-doctoral programme, etc.) with Korea; have no record in the past two years** of receiving an award organized or supported by ASEAN, in the field of science and engineering * 01 Jan 2018, ** 01 Jan 2021 AwardThe winner of each distinction will be awarded a cash prize of US $12,000.
